CENTER FOR HIGH TECHNOLOGY RESEARCH AND DEVELOPMENT

Functions:

- Management of technology testing zones, technology deployment research zones, and technology incubation zones (collectively referred to as "Technology Zones") under the Vietnam Academy of Science and Technology.
- Specialized unit responsible for infrastructure, IT services, digital transformation, development of e-Government/digital government, and IT system planning for research, management, application, and operations of the Vietnam Academy of Science and Technology and its affiliated units. Ensuring cybersecurity and data protection for the Academy’s IT applications, computing security, and network security.
- Conducting scientific research and development, technological applications, and providing scientific and technological services and consultancy..

Task:

1. Managing, exploiting, and implementing research, development, incubation, and infrastructure projects in the Technology Zones assigned by the Vietnam Academy of Science and Technology.
2. Developing IT infrastructure, cybersecurity, specialized databases, and high-performance computing for scientific research, applications, and digital transformation within the Academy.
3. Providing online services, managing high-performance computing resources, and ensuring network connectivity between the Academy, the Government, and other state agencies.
4. Developing common IT platforms for digital transformation, digitization solutions, administrative reform, and specialized data integration on a wide-area network. Managing digital signature authentication services for government applications.
5. Conducting fundamental research and high-tech development in various fields, including advanced materials, pharmaceuticals, organic chemistry, cosmetics, energy, environment, climate change, applied biology, agriculture, food, mechanics, electronics, metrology, and high-performance computing.
6. Organizing technological innovation, product design and manufacturing, commercialization of research results, and scientific and technological applications as per legal regulations.
7. Providing scientific and technological consulting and services, including: a) Consulting (design, evaluation, appraisal, supervision, manufacturing) for scientific, technological, and environmental projects and promoting technology transfer and dissemination. b) Implementing and consulting in high-performance computing, cloud computing, fog computing, IT, and related fields. c) Providing services in chemistry, biology, pharmaceuticals, cosmetics, material science, environmental monitoring, greenhouse gas inventory, mechanical and electronic metrology, food safety, sustainable agriculture, circular economy, telecommunications, and other regulated scientific and technological fields.
8. Organizing conferences, seminars, training, and capacity-building programs in related scientific and technological fields.
9. Cooperating with domestic and international organizations for research, development, and technological applications in accordance with legal and Academy regulations.
10. Managing personnel, organizational structure, and resources according to legal and Academy regulations.
11. Managing financial and physical assets as per applicable regulations.
12. Performing other tasks assigned by the President of the Vietnam Academy of Science and Technology.

- Managing, utilizing, and implementing research, development, incubation, and infrastructure projects in the Technology Zones assigned by the Vietnam Academy of Science and Technology.

- Developing IT infrastructure, cybersecurity, network security, and specialized databases to support management, scientific research, high-performance computing, applications, and digital transformation within the Academy as per regulations.

- Providing online services, managing and allocating network resources and high-performance computing for scientific research; ensuring network connectivity between the Academy, the Government, and other state agencies.

- Developing common IT platforms to support digital transformation; implementing digitization solutions aligned with administrative reform, integrating specialized data across wide-area networks. Serving as the focal point for providing and managing digital signature authentication services for government applications.

- Conducting fundamental research and high-tech development in various fields, including advanced materials, pharmaceuticals, organic chemistry, cosmetics, energy, environment, climate change, applied biology, agriculture, food, mechanics, electronics, metrology, and high-performance computing, in accordance with legal regulations.

- Organizing technological innovation activities, designing and manufacturing technological products; producing and commercializing research-based scientific and technological products as per legal regulations.

- Providing scientific and technological consulting and services, including:

+ Consulting (planning, evaluation, appraisal, supervision, design, manufacturing, etc.) for scientific, technological, and environmental projects; promoting technology transfer, publication, and dissemination.
+ Implementing, applying, and consulting in high-performance computing, cloud computing, fog computing, IT, and related fields.
+ Providing scientific and technological services in chemistry, biology, pharmaceuticals, cosmetics, materials science, environmental monitoring, greenhouse gas inventory, mechanical and electronic metrology; calibration, measurement, adjustment, testing of measuring instruments and metrology standards; food safety, sustainable agriculture, circular economy, telecommunications, and other related fields as per legal regulations.

- Organizing conferences, seminars, training, and human resource development programs in relevant scientific and technological fields in accordance with legal regulations.

- Collaborating with domestic and international organizations in research, development, and technological applications following the regulations of the Vietnam Academy of Science and Technology and applicable legal provisions..
